Built environment of towns: towards a revised urban charter

[2002] Towns and cities are often likened to a living organism and said to have a character and a personality; in Shakespeare’s words: “What is the City but the people”. Most countries personify their towns and cities in a way that symbolises a relationship between the citizens and their urban environment. Such as “Commerce is the lifeblood of towns”, “Parks are the lungs of cities”, and “Congested traffic arteries”.
